The caption accompanying the photograph indicates that this was the Twin Cities’ first bona fide gay rights demonstration. The prominent gay activist Jack Baker is the marcher in the “69” t-shirt.
(BTW, since someone asked: I believe the banner reads, “Today’s Breeder, Tomorrow’s Cow.” Sorry, I have no idea what that means. Anyone?)
